What is the Intradistrict Open Enrollment Plan?
The Ohio legislature mandates that each school district in Ohio adopt a plan permitting parents/guardians to apply for their students to attend an elementary and/or middle school other than the official school of residence. Official school of residence is the school to which a child is assigned based on parent/guardian residence. The Cleveland Heights-University Heights City School District complies with the mandate by offering the Intradistrict Open Enrollment Plan.
General Information
- The District will accept applications for Intradistrict Open Enrollment for grades K-8 beginning May 1, 2008. Decisions will be made according to the timelines listed below. Parents/Guardians will be notified by mail immediately following the Intradistrict Open Enrollment decision.

Case-by-Case Basis |
- The District will consider Intradistrict Open Enrollment requests in grades K-8 only when class size falls below 21, thus allowing room for potential students within the school’s attendance zone. At the middle school level, Intradistrict Open Enrollment requests will be granted when such decisions do not create disparity in enrollment between buildings.
- Acceptance in the Intradistrict Open Enrollment Plan is granted for a period of one year. Parents/Guardians must reapply each year. Applications received will be filled using a randomized selection process with preference given to those applicants enrolled the previous year through the Intradistrict Open Enrollment Plan and those students having siblings in the building.
- Admission may be denied to any Intradistrict Open Enrollment applicant who has been suspended or expelled for 10 or more consecutive days for the term in which the applicant is seeking admission or for the preceding school term.
- Waiting lists will not be maintained.
- Students who are requesting Intradistrict Open Enrollment and have an Individualized Education Plan (IEP) must attend a building where the needed services are provided and where space is available.
- To prevent any disruption in the educational process, Intradistrict Open Enrollment assignments will remain in effect for the entire school year. However, the District reserves the right to return the student to his/her home school if attendance and/or behavior issues interfere with his/her academic performance.
Transportation Information
Students in grades K-5 living one mile or more and students in grades 6-8 living two miles or more from their school of residence are entitled to transportation by the Board of Education. In order to receive transportation, student granted Intradistrict Open Enrollment must meet eligibility requirements from both their school of residence and their school of choice. If the student qualifies, he/she will be assigned to an established bus stop to the new school that is the closest to the student’s home. The parent/guardian is responsible for dropping off and picking up the student at the assigned bus stop. Under no circumstance will a new bus route be created to accommodate the transfer under the Intradistrict Open Enrollment Plan. Parents/guardians of students who qualify for transportation will be notified of the bus stop location two weeks before the beginning of the school year. For students applying after the start of the school year, transportation notification will occur immediately following the Intradistrict Open Enrollment decision.
