Contractor Interviews

To prepare for the potential commencement of Phase 1 of the Master Facilities Plan, the evaluation committee for the Cleveland Heights-University Heights School District met and, based on a group review of responses to the District’s Request for Qualifications, narrowed the list of applicants for Professional Design Services (architectural firms) to four and
Construction Management firms to three. Subsequent to the passage of Issue 81 November 5th, the identified firms were interviewed by the committee at two sessions in November.

On November 7, the selected Construction Management firms participated in a walk-through of Heights High to better prepare for the upcoming interviews.

On November 11, the committee met to interview selected architectural firms. At the conclusion of the interviews that day, the committee ranked the firms. The Board of Education then sought a contract agreement with the highest ranked firm.

The architectural firms interviewed were:

• Fanning Howey with Moody Nolan

• Then Design with Perkins and Will

• Architectural Vision Group

Balog, Steines, Hendricks and Manchester

On November 22, the committee plans to interview Construction Management firms. At the conclusion of those interviews, the committee will again come to consensus on a ranking of the firms and the Board of Education will then seek a contract agreement with the highest ranked firm. The construction management firms to be interviewed:

• Gilbane Construction teamed with Ozanne Construction

• Turner Construction

• Shook Touchstone teamed with Infinity Construction

All contract agreements with these firms were subject to passage of Issue 81, without which Phase 1 renovations and construction would not have gone forward. All meetings will be facilitated by Steve Zannoni from the firm of Project Management Consultants.

Evaluation committee members were selected to ensure a cross-section of the community along with appropriate District staff. Community members either directly expressed an interest or were nominated to the committee.

The Owner’s Representative will assist the District in performing the duties and responsibilities that must be carried out during the design and construction of the facilities renovation project. The Owner’s Representative will manage and oversee the planning/programming, design, construction document, construction and closeout phases. This entails review of financial and engineering performances as well as educational performance-goal enhancements. Additionally, the Owner’s Representative will work closely with District leadership to connect the vision, priorities and master plan to all design and construction decisions, including managing, overseeing and/or conducting cost-benefit and total life-cycle cost analyses.

On October 18, 2013, the School District issued a Request for Qualifications (RFQ) for Owner’s Representation Services. By November 8, 2013, the District received three responses to its RFQ from qualified firms.

On December 10, 2013, an Evaluation Committee for the role of Owner’s Representative will meet to interview firms for the role of Owner’s Representative. At the conclusion of those interviews, the Committee is expected to come to consensus on a ranking of the firms, and the Board of Education will seek a contract agreement with the highest-ranked firm. The firms to be interviewed are:
