Board of Education Meeting Summary - April 4, 2023
Apr. 6, 2023 -- At the monthly regular Board of Education meeting on April 4, Oxford Elementary School presented information about a program that has improved student attendance, the Board approved the adoption of new English/ELA curriculum materials, and the Board approved a resolution in support of the Fair School Funding Plan and in opposition of several state bills that would negatively impact the District as written.

Meeting Overview
  • Heights High School junior Jordan Evans delivered the Superintendent’s Student Cadre Report, sharing updates on Heights High news and personal reflections on the school year.
  • During each Regular Board of Education meeting, representatives from a CH-UH school share points of pride in the Monthly School Spotlight. For April, Oxford Elementary School Principal Jackie Taylor and second grade teacher Amy Robinson delivered a presentation on the school’s PBIS rewards system for school attendance. The program has helped reduce chronic student absenteeism at Oxford by about 50% from the 2021-2022 school year to the 2022-2023 school year.
  • The Board approved the adoption of new K-12 ELA/English curricular materials, following the final reading of the recommendations. The program will be implemented in the 2023-2024 school year.
  • Superintendent Kirby shared updates on the past month’s work within the five goals of the District’s Strategic Plan.
  • Chief Financial Officer Scott Gainer delivered his “3 Things” report, a monthly initiative to educate stakeholders on school funding. The 3 Things for April were:
    • Alternative Tax Budget
    • Tax Rate Resolution
    • Fair School Funding Plan
  • The Board approved a resolution in support of the Fair School Funding Plan and in opposition of Ohio House Bill 11, Senate Bill 11, and House Bill 1.
    • The Fair School Funding Plan ensures that K-12 schools in Ohio are funded using a rational school funding system that meets the needs of all Ohio’s students in the 21st century. Full implementation of the plan would be prevented by the passage of a Backpack Scholarship Program.
    • The Backpack Scholarship Program, via HB11 and SB11, would significantly increase the number and availability of vouchers for students to attend private/parochial schools at taxpayers’ expense.
    • HB1 would eliminate a property tax relief program and would automatically result in an unvoted tax increase of $1.2 billion for residential and agricultural taxpayers. To offset this unvoted tax increase, HB1 proposes to reduce the assessment percentage on residential, agricultural, business, and commercial property from 35% to 31.5%. As written, this ultimately would result in a decrease of funding from the state to school districts.
